Rachel L. Bynum has been a member of the Rappahannock County School Board, representing the Piedmont District, since 2008. She co-owns Waterpenny Farm in Sperryville with her husband, Eric Plaksin, where they have been farming since 2000. Bynum is also the director of the Rappahannock Nature Camp. She graduated Cum Laude from Carleton College in 1995 with a B.A. in Environmental Studies. Before moving to Rappahannock County, she worked as an outdoor environmental educator. Bynum is a mother of two students in the district and has been an active volunteer in the schools, involved in projects like the farm-to-table program, the PTO playground committee, and classroom lessons on gardening.
