Stacey Carroll is a mother of three, a military veteran, a Certified Public Accountant (CPA), and a foster parent. She enlisted in the United States Army Reserve in 2005 and currently serves in the West Virginia National Guard, holding 19 years of military service. As a CPA, she has experience auditing government agencies. Carroll is also a dedicated foster parent, having fostered 22 teens, and was named the 2024 Spotlight Resource Foster Parent of the Year by the Fredericksburg Department of Social Services. She holds a master's degree in finance. Her community involvement includes serving as Co-Chair of the Economic Development Committee for the Delta Sigma Theta Sorority, Inc., Fredericksburg Area Alumnae Chapter.
