Tony F. Carter has a long history of public service in Warren County. He served on the Front Royal Town Council for 7.5 years, including as Vice-Mayor, starting in 1994. He was then elected to the Warren County Board of Supervisors for the Happy Creek District in 2001, where he served for five terms (20 years) before retiring in 2021. A graduate of Warren County High School and Lynchburg College, Carter spent 40 years in the insurance industry. He decided to come out of retirement to run for his former seat, citing concerns over the current county leadership's handling of Samuels Public Library and a lack of historical knowledge in decision-making.
