Vivian Edna Watts, born in Detroit, Michigan, has been a member of the Virginia House of Delegates since 1996, and also served from 1982 to 1986. She represents the 14th district, which includes parts of Annandale. Before her political career, she was the Executive Director of Fairfax Court Appointed Special Advocates. She also served as Virginia's Secretary of Transportation and Public Safety from 1986 to 1990. Watts graduated from the University of Michigan with a B.A. in 1962. In 2017, she became the longest-serving woman in the Virginia House of Delegates.
