Walter T. Bailey has a long history of public service in Charlotte County. He has been a member of the Phenix Volunteer Fire Department since 1973 and has served as its chief for over 40 years. Bailey was also a founding member of the Charlotte County Fire and Rescue Association, serving as its president for 27 terms. He worked for the Lynchburg Fire Department from 1981 until his retirement in 2012 as Deputy Chief of Operations. He has served on the Virginia Fire Services Board since 2013, including an unprecedented seven years as chair. In 2022, he was appointed to his third term on the board by Governor Glenn Youngkin. He also serves on the board of directors of the the Old Dominion Emergency Medical Services Alliance (OVEMSA). He was first elected to the Board of Supervisors in the 2021 general election.
