Wanda D. Blackwell

Wanda Blackwell is a 21.5-year veteran of the U.S. Army, retiring as a Human Resource Specialist. She moved to Stafford in 2006 and also retired from the federal government as a Supervisory Program Management Specialist. Blackwell holds a Master of Public Administration from Troy University and a Master of Science in Organization and Management from Capella University. She has served in various community roles, including with the Stafford County Branch of the NAACP and on the Stafford County Telecommunication Commission. Her daughter is a graduate of Stafford County schools.
